initial import of xf86-video-ati-6.14.1. changes include:

- several Xv fixes
- lots of kms/other stuff we can't use yet
- fixes for some crashes

- various fixes for Xvideo
- significantly superior evergreen support:
- Xv, EXA, DRI2/KMS, UMS VT switching
- various other UMS fixes
- a few random bug fixes for older chipsets
- add support for ontario (AMD Fusion), including;
- Xv, EXA, UMS
