eliminate use of bsd.sys.mk from Makefiles

Merge four separate copies of list2sh.awk runlist.sh (three identical
and one with slightly less options). Release build verified on amiga,
bebox and evbsh3. Vax build fails for unrelated reason.

Rename a large chunk of the make(1) variables which refer to a
program/tool from "FOO" to "TOOL_FOO". The new variables are:

For each, provide default in <bsd.sys.mk> of the form:
TOOL_FOO?= foo
and for the ${USETOOLS}=="yes" case in <bsd.own.mk>, provide override:
TOOL_FOO= ${TOOLDIR}/bin/${_TOOL_PREFIX}foo

Document all of these in bsd.README.

This cleans up a chunk of potential (and actual) namespace collision
within our build infrastructure, as well as improves consistency in
the share/mk documentation and provision of appropriate defaults for
each of these variables.

Set DBG=-Os for libhack.

- Be consistent how libhack is used: If extra HACKOBJS (e.g., gethost.o) are
required, define them before pulling in libhack/Makefile.inc so that the
dependencies work correctly.
- Other minor cleanups

Disable libhack's gethost.o (replacement gethostby{name,addr}()) by default,
as they only support reading /etc/hosts, and its the "least useful" of
the libhack routines. Add gethost.o back to Really Small media which
appears to need the space savings.

New crunchgen writes ${CRUNCHIDE} in ${CBIN}.mk, so we can nuke tricky code.

Change all ocurrences of "crunchgen" to ${CRUNCHGEN}

Find a bunch of places where we call "make" and replace it with ${MAKE}

evbsh3's ramdisk dirs to make ROM image.
