bsd.own.mk: rename GCC_NO_* to CC_WNO_*

Rename compiler-warning-disable variables from
GCC_NO_warning
to
CC_WNO_warning
where warning is the full warning name as used by the compiler.

GCC_NO_IMPLICIT_FALLTHRU is CC_WNO_IMPLICIT_FALLTHROUGH

Using the convention CC_compilerflag, where compilerflag
is based on the full compiler flag name.

introduce some common variables for use in GCC warning disables:

GCC_NO_FORMAT_TRUNCATION -Wno-format-truncation (GCC 7/8)
GCC_NO_STRINGOP_TRUNCATION -Wno-stringop-truncation (GCC 8)
GCC_NO_STRINGOP_OVERFLOW -Wno-stringop-overflow (GCC 8)
GCC_NO_CAST_FUNCTION_TYPE -Wno-cast-function-type (GCC 8)

use these to turn off warnings for most GCC-8 complaints. many
of these are false positives, most of the real bugs are already
commited, or are yet to come.


we plan to introduce versions of (some?) of these that use the
"-Wno-error=" form, which still displays the warnings but does
not make it an error, and all of the above will be re-considered
as either being "fix me" (warning still displayed) or "warning
is wrong."

Overhaul how `build.sh tools' are used:

* Rename "config.h" to "nbtool_config.h" and
HAVE_CONFIG_H to HAVE_NBTOOL_CONFIG_H.
This makes in more obvious in the source when we're using
tools/compat/config.h versus "standard autoconf" config.h

* Consistently move the inclusion of nbtool_config.h to before
<sys/cdefs.h> so that the former can provide __RCSID() (et al),
and there's no need to protect those macros any more.

These changes should make it easier to "tool-ify" a program by adding:

to the top of the source files (for the general case).

The NetBSD Standard C Library uses internally some of its functions with
a mangled symbol name, usually "_symbol". The internal functions shall not
use the global (public) symbols.

This change eliminates usage of the global name of the following symbol:
- strlcpy -> _strlcpy

Redo the locale cache to be constant. It now contains the localeconv()
data and which LC_MONETARY and LC_NUMERIC values it is derived from.
In newlocale(3) and setlocale(3), check for the existing entries and on
miss, create a new entry. This is currently not using a lock for the
list as the worst case is a small memory leak.

Extract the data for nl_langinfo directly from the corresponding
part implementation using a category/offset table.

Remove most LC_CTYPE specific parts of locale.cache.

Rename fixup to update_global to better reflect the purpose.
Remove the various Current pointers, they are implementation internals
that shouldn't be leaked. Remove _CATEGORY_DEFAULT related handling and
directly pick the implemenation pointer from the C locale.
Merge the C locale data into global_locale.c with the exception of
_DefaultRuneLocale. Mark that one hidden. Move _RUNE_LOCALE and

Overhaul how `build.sh tools' are used:

* Rename "config.h" to "nbtool_config.h" and

m68k vs GCC 12: apply -fno-stack-protector to a few things.

i've looked at the C code here and i can't see any real problems,
and in at least the strsuftoll.c case, i'm convinced it is not a
real problem for the reported case, and indicates a GCC bug.

for strsuftoll.c, this fixes basic parsing of almost any input.
the simple test case is "dd count=1". in my testing, it was only
the front-end strsuftoll() that needs the checking removed, the
sub-functions are fine.

for citrus_module.c, this fixes "env LC_CTYPE=en_US.UTF-8 locale",
and i was able to reduce to only _citrus_find_getops().

for blake2_prov.c, i chose to apply to the whole file to avoid
editing a 3rd-party source.

these issues and their source-file fixes were discovered by rin@.

Add bunch of missing includes of namespace.h in libc

The NetBSD Standard C Library uses internally some of its functions with
a mangled symbol name, usually "_symbol". The internal functions shall not
use the global (public) symbols.

Overhaul how `build.sh tools' are used:

add core engine of Citrus iconv and some support routines.

Fix our iconv version for the issues that apply to us from CVE-2014-3951
(which are the:
- Consistently pass around context information using a simple pointer.
This fixes some dereferencing bugs in Chinese character set conversions.
- Fix Simplified Chinese character set conversions by switching around the
fields of an internal struct so it corresponds with the way variables of
this type are initialised.
