Add NPF "rndblock" extension to randomly drop packets (using a random function
with a percentage or modulo operation). This is a demo module, although it can

These give enough control to the module Makefiles so that they don't need
to override the default library install rules which break the debug sets.
- Remove /usr/libexec/named which duplicated /usr/lib/named

libnpf fix: link the library itself to libnv; libnpf users should not be
expected to assume this dependency.
