use -ffunction-sections -fdata-sections --gc-sections with an ldscript
that keeps _start. This deletes all unused code and shrinks the RAMDISK
kernel enough to be able to boot again:

Gut more stuff so we fit. Last working RAMDISK kernel was 6.1.5.
Nobody runs this stuff anymore, so consider that netbsd 9 might be
the last sun2 release.

Unreference IPF/PF from all the config files, and enable NPF instead when
wanted. This also fixes some inconsistencies I saw in several files (eg
IPF options while IPF was not compiled, IPF+PF enabled by default, etc).

- new series of files that are useful for saying "i want everything

The rnd pseudo-device is not really optional, because it is in the same
source file as the entropy-pool code itself. Move it to std. This
will be cleaned up more when I split the sources up as they should be.

This fixes build breaks on several ports. Thanks to Havard Eidnes for
pointing them out.

merge the bouyer-quota2 branch. This adds a new on-disk format
to store disk quota usage and limits, integrated with ffs
metadata. Usage is checked by fsck_ffs (no more quotacheck)
and is covered by the WAPBL journal. Enabled with kernel
option QUOTA2 (added where QUOTA was enabled in kernel config files),
turned on with tunefs(8) on a per-filesystem
basis. mount_mfs(8) can also turn quotas on.

Add the INCLUDE_CONFIG_FILE option to all config files. In config
files that are generic (ie, GENERIC, GENERICSBC, GENERIC32, ALL, or
ALPHA), it is uncommented.

Add commented-out USERCONF option. Mainly useful for install media
and can be optionally enabled based on miniroot and ramdisk size
requirements.

Rename MEMORY_DISK_SIZE (formerly MINIROOTSIZE) to MEMORY_DISK_ROOT_SIZE,
which was suggested by Izumi Tsutsui <tsutsui@ceres.dti.ne.jp> as
being more consistent with what it's controlling...
