- remove #include <util.h> if nothing else needed it
- remove LDFLAGS+=-lutil if nothing else needed it

for sendmail 8.10.x and beyond. sorry that i forgot to add this one.

Split off /etc/mailer.conf manual page from mailwrapper manual page.
