1.1	23-Dec-2015	christos	Split out get_net function so that it is easily testable. Restore functionality where 1.2.3/24 -> 1.2.3.0/24 not 1.2.0.3/24 now that getaddrinfo(3) parses old-style incomplete dotted quads as old style addresses.
