adjust the prototype for sm11_hw_metric_calc_result() to reality.

it used to say res64[8] but was passed a res64[4], and only accessed
the first 4 elements anyway.

already fixed the same in newer Mesa. fixes GCC 12 warning.

merge mesa 19.1.7 into MesaLib.old.

initial import of Mesa 19.1.7 into MesaLib.old.

import the existing Mesa 10.x sources as MesaLib.old while we
handle the upgrade to Mesa 18.x.
