file flags, only system ones. Restrict those to the superuser. Before
the behavior was controlled by EXT2FS_SYSTEM_FLAGS. Make that behavior the
default.

The only functional change is that a local file which tried to

Plus a handful of others that I'm familiar with. Lots of special-
purpose kernels should probably have this too but I'm not going
through all the arm, mips, and ppc evaluation board kernels to see
which ones are relevant.

Omitted from systems I know to be very small:
- sun2/GENERIC
- dreamcast/GENERIC
Feel free to remove it from others that need to be kept smaller.

Compile-tested a few of these just in case:
- alpha/GENERIC
- amd64/GENERIC
- evbmips/OCTEON
- i386/GENERIC
- riscv/GENERIC

- Remove experimental tag from UFS_DIRHASH; it's been with RUMP kernel

- Be somewhat consistent with FS options order.

wanted. This also fixes some inconsistencies I saw in several files (eg
IPF options while IPF was not compiled, IPF+PF enabled by default, etc).

probably wouldn't have built correctly anyway, since there is no associated

- new series of files that are useful for saying "i want everything
since netbsd 1.4", etc.
- use the fact COMPAT_* options have future dependancies to remove
many redundant options.

removes about 3000 lines total across kernel configuration files.

Create an "options MODULAR_DEFAULT_AUTOLOAD" config option and add
it to all kernel configs that contain "options MODULAR". This
option turns on module autoloading by default (which is the current
default). This allows people who don't want module autoloading on
by default to disable it by simply removing/commentting this line.

There are quite a few configs that are missing some COMPAT_NN options
in ways that don't make sense; this should probably get cleaned up
too, but for the time being I've not added or removed anything.
 1.16  17-Aug-2014  joerg Reorganize symbol table embedding. The existing option SYMTAB_SPACE is
replaced by the make option COPY_SYMTAB set to any value. The copy of
the symbol table is no longer put into a buffer in kern_ksyms.o, but a
small helper object. This object is build first with a dummy size, then
the kernel is linked to compute the real dimension of the symbol table
buffer. After that, the helper object is rebuild and the kernel linked
again.

Add "options COMPAT_60" to all kernel configuration files
that already had "options COMPAT_50".

Update all kernel configs mentioning WSEMUL_* but not already including
WSDISPLAY_COMPAT_USL using the following rules:
- If WSEMUL_ is commented out, add commented out out WSDISPLAY_COMPAT_USL
- If INSTALL or obviously memory constrained, add WSDISPLAY_DEFAULTSCREENS=1
and commented out WSDISPLAY_COMPAT_USL
- Otherwise add WSDISPLAY_COMPAT_USL

Some of the INSTALL configs for larger memory machines are probably suitable
for adding WSDISPLAY_COMPAT_USL.

Now wsconscfg(8) should be able to switch VTs when expected.

Cleanup a few options <sp><tab> problems
