PR/57889: Ricardo Branco: ext2fs does not have user immutable and append
file flags, only system ones. Restrict those to the superuser. Before
the behavior was controlled by EXT2FS_SYSTEM_FLAGS. Make that behavior the
default.

Adjust _all_ cinclude of *.local files

- Ensure always at end
- Use tab rather than spaces
- Add consistent comment
"Pull in optional local configuration - always at end"

The only functional change is that a local file which tried to
override an existing setting (eg with "no foo") would have failed
in some cases before, but now will work

swwdog(4): Add to GENERIC kernels.

Plus a handful of others that I'm familiar with. Lots of special-
purpose kernels should probably have this too but I'm not going
through all the arm, mips, and ppc evaluation board kernels to see
which ones are relevant.

Omitted from systems I know to be very small:
- sun2/GENERIC
- dreamcast/GENERIC
Feel free to remove it from others that need to be kept smaller.

Compile-tested a few of these just in case:
- alpha/GENERIC
- amd64/GENERIC
- evbmips/OCTEON
- i386/GENERIC

UFS/LFS dirhash:
- Enable UFS_DIRHASH if the architecture or kernel model specific config
file can use 128MB of RAM or more.
- Remove experimental tag from UFS_DIRHASH; it's been with RUMP kernel
and by a number of NetBSD developers for years.
- Add LFS_DIRHASH if LFS was enabled.
- Be somewhat consistent with FS options order.

Enable BUFQ_PRIOCSCAN, CARP, Veriexec by default in GENERIC kernel configs.
On ports without a GENERIC kernel config enable in individul files, e.g evbmips.
Omit on:
atari, dreamcast, emips, epoc32, evbppc/VIRTEX*, ia64, luna68x, mvme68k,
mvmeppc, playstation2, riscv, sun2, sun3, x68k, zaurus due to resource
constraints or port infancy.

Unreference IPF/PF from all the config files, and enable NPF instead when
wanted. This also fixes some inconsistencies I saw in several files (eg
IPF options while IPF was not compiled, IPF+PF enabled by default, etc).

Nuke DIRECTED_BROADCAST, it is not documented and not enabled anywhere. It
probably wouldn't have built correctly anyway, since there is no associated
defflag.

These ten lines of code in ip_input.c already look a lot better.

clean up COMPAT_* options for native netbsd code:
- new series of files that are useful for saying "i want everything
since netbsd 1.4", etc.
- use the fact COMPAT_* options have future dependancies to remove
many redundant options.

removes about 3000 lines total across kernel configuration files.
tested about 30 random kernels in the changed list.

Create an "options MODULAR_DEFAULT_AUTOLOAD" config option and add
it to all kernel configs that contain "options MODULAR". This
option turns on module autoloading by default (which is the current
default). This allows people who don't want module autoloading on
by default to disable it by simply removing/commentting this line.

Systematize (and in many cases, fix) the comments on options COMPAT_NN.

There are quite a few configs that are missing some COMPAT_NN options
in ways that don't make sense; this should probably get cleaned up
too, but for the time being I've not added or removed anything.

Reorganize symbol table embedding. The existing option SYMTAB_SPACE is
replaced by the make option COPY_SYMTAB set to any value. The copy of
the symbol table is no longer put into a buffer in kern_ksyms.o, but a
small helper object. This object is build first with a dummy size, then
the kernel is linked to compute the real dimension of the symbol table
buffer. After that, the helper object is rebuild and the kernel linked
again.

Add "options COMPAT_70" to all kernel configuration files that
already had "options COMPAT_60".

Some of the INSTALL configs for larger memory machines are probably suitable
for adding WSDISPLAY_COMPAT_USL.

Now wsconscfg(8) should be able to switch VTs when expected.

Add drvctl

Split mdio/mii access into its own "device" and update accordingly.
(on the P1025 the mdio functionality is separate from the etsec functions).
Provide locking for mii access.

This has a 64MB NOR, not 16MB.

Add gpt/dkwedge support.
Cleanup a few options <sp><tab> problems

The ETSEC on the P1025 has been moved/split so the MDIO stayed in the same
place but each ETSEC has been split into two virtual halves (G0 and G1) and
each one has a new different base address.
For some reason, tsec1 connects to phy 2 and tsec2 connects to phy 1.
Adjust config file to match

Add support for the Freescale TWR-P1025 evaluation board and the P1025/P1016
QorIQ processors. XXX tsec isn't working yet on the TWR-P1025.
