tools: Add ctfdump(1) when MKCTF is enabled

Although this is not required for build, this small (only with three
additional source files) tool provides good diagnostics.

Especially useful on non-BSD hosts.

Tested on Ubuntu/amd64 24.04 and macOS 13.7 in addition to NetBSD.
